HDB's Terms and Conditions for Temporary Extension of Stay (version dated 19 Feb 2026) allow sellers who have bought a completed, ready-to-occupy property in Singapore to stay on after resale completion. The request is submitted with the resale application and needs the buyers' agreement and HDB's approval. The stay cannot exceed 3 months from the resale completion date, with no further extension. So the first two statements are correct. From the resale completion date the buyers pay all outgoings, including housing loan instalments, S&CC (without rebates) and property tax. That makes the fourth statement correct. The third is wrong: HDB sets back the start of the buyers' MOP by the length of the extension, for resale, subletting and buying private property. The buyers also pay HDB a $20 administrative fee.
