HDB Minimum Occupation Period (MOP) Explained
The Minimum Occupation Period (MOP) gates when an HDB owner can sell, rent out the whole flat, or buy private property. It is one of the most-tested HDB rules — and the trap is *how* the period is counted.
How it's counted
- MOP is generally 5 years of actual occupation, counted from key collection.
- Periods you do not physically occupy the flat (left vacant, whole-flat sublet, overseas) do not count and can push the MOP date back.
- Prime Location (PLH) and some plus/prime flats carry a longer 10-year MOP — a newer rule worth knowing.

Worked example
A couple collect keys in Jan 2020 but post the family overseas and leave the flat vacant for two years. Their MOP doesn't simply end in Jan 2025 — the non-occupied period doesn't count, pushing the date later. Separately, a Prime Location (PLH) flat bought today would carry a 10-year MOP, not 5.
Common mistakes
- Counting MOP from the purchase/booking date instead of key collection + occupation.
- Assuming vacancy or whole-flat subletting still counts toward MOP.
- Renting out the whole flat during MOP (only rooms are allowed).
- Forgetting PLH flats are on a 10-year MOP.
The trap
Counting MOP as plain calendar time since purchase — it's 5 years of genuine occupation, so vacancy/whole-flat subletting can extend it. And renting a room is allowed within MOP; renting the whole flat is not. Watch for PLH flats on a 10-year MOP.
