Explanation
Issue: a package of measures that applies by tender date rather than by purchase date. Rule: MND announced on 8 May 2026 that Executive Condominium Government Land Sales sites whose tender closes on or after that date carry a Minimum Occupation Period of ten years rather than five. The owner must therefore complete ten years before renting out the whole unit, buying another residential property, or selling to Singapore Citizens and Permanent Residents, and open sale to anyone — foreigners and corporate bodies included — comes only after the fifteenth year rather than the tenth. Developers may no longer offer the Deferred Payment Scheme on uncompleted ECs, so the Normal Payment Scheme applies to every EC buyer. Application: the first-timer quota rose from 70% to 90%, and the priority period was extended from one month to two years. Projects tendered before 8 May 2026 keep the five-year period and privatise at ten. Conclusion: ten years, and no Deferred Payment Scheme.
